Two women, tied to a single chair, are vying for the position of assistant to the justice of the peace for Merriam County. The hiring decision depends on the results of satisfaction surveys obtained from each person making use of their services. One more survey will break the tie.

In come the mismatched pair of Horton and Hayley, hoping to be married and have their marriage certificate notarized. The justice of the peace is a former reverend and keeps inserting religious elements into the civil service, and the notarization can take place only with forgery by one of the would-be secretaries. The marriage does not start well.
